As you are aware, most of the libraries are following 'Good Office Committee" recommendations to consider the exchange rates for foreign currency while making payment to the booksellers.
The 'Good Office Committee' is forwarding the notifications to different libraries by post, which is taking minimum of 30 days to reach the libraries outside Delhi. Some time it will never reach ! In the mean time, usually, some booksellers bring out a typed version of GOC rates on their letterhead and hence no problem was faced by librarians even though there was delay in getting the official notification from GOC office. Now due to frequent changes in the foreign exchange rates we are facing problem as the notification takes long time to reach libraries out side Delhi. And even the book sellers are also not responding as usual.
To overcome such problems what we suggest GOC is that, they may please collect the e-mail addresses of different libraries and forward the notification through e-mail on the same day, so that it can be considered as an official document from GOC. Similarly they have to e-mail the date on which GOC is going to meet. The present system seems to be beneficial only to the Delhi booksellers and there is a big communication gap between GOC, librarians and booksellers outside Delhi.
