Subsidiary body of the United Nations Economic and Social Commission for Asia and the Pacific (UN- ESCAP)

At the first Asian Congress on Industrialization held at Manila in 1965, it was recommended that facilities be created to disseminate technical information and the transfer of know-how in the Asia Pacific region. From then on a series of recommendations were made for a regional mechanism to accelerate transfer of technology in the region. Subsequently, through Resolutions 159 and 164 of the thirty-first (1975) and thirty-second (1976) sessions of ESCAP, the Regional Centre for Technology Transfer (RCTT) was established at Bangalore in India on 16 July 1977. The Government of India offered host facilities for the Centre. At the forty-first session of ESCAP, following resolution 243 (XLI) of 29 March 1985, the Centre was renamed the Asian and Pacific Centre for Transfer of Technology (APCTT) under the terms of the Statute adopted at this session. APCTT was relocated from Bangalore to New Delhi on 1 July 1993. The Host Country Agreement according the Centre the status of a United Nations institution with the applicable immunities and privileges was formally signed by ESCAP and the Government of India on 11 April 1994. Through Resolution 61/4 adopted at the sixty-first session of ESCAP on 18 May 2005, a revised Statute of the Asian and Pacific Centre for Transfer of Technology (APCTT) entered into force.

APCTT has the status of a subsidiary body of ESCAP and its membership is identical to the membership of the Economic and Social Commission for Asia and the Pacific. The objectives of the Centre are to assist the members and associate members of ESCAP through strengthening their capabilities to develop and manage national innovation systems; develop, transfer, adapt and apply technology; improve the terms of transfer of technology; and identify and promote the development and transfer of technologies relevant to the region.

APCTT maintains close and effective linkages with key sources and users of technology and other centres and bodies involved in the management of technology development, transfer and utilization. The Centre also maintains active linkages with key national focal points to enhance the concept of networking for technical cooperation among developing countries. The Governing Council and Technical Committee of the Centre advise the Centre on the formulation of its work programme. APCTTs core competencies are in the areas of:

 

  • Technology transfer capacity building of small and medium enterprises (SMEs) and technology transfer intermediaries through the provision of a range of advisory and support services, including IT-powered transfer support mechanisms and networks.
  • Promoting innovation management capacity at the national, sectoral, firm, and grassroots levels by facilitating exchange of experiences and benchmarking of best practices among member countries in the Asia-Pacific region.
  • Disseminating a range of technological information on technology transfer and innovation management that emphasizes the imperative of utilizing economically viable and environmentally sound technologies, including renewable energy technologies.
  • Developing normative and analytical studies in the areas of technology transfer and innovation management that can be used as a basis for policy dialogue and training.
