International Technology Transfer Programme (ITTP)
Preamble
Internationalization of technologies and production is becoming a common phenomenon for
attaining and retaining global competitiveness. At the same time, regional and
sub-regional trade blocks are being formed formation of SAARC is an example. India can
and should take advantage of its comparative advantages over other developing countries,
particularly in the context of our need of promoting exports of high value added products
and services. We have established strong technological and industrial capabilities in
several areas which could as well be of considerable relevance and utility to other
developing countries. A beginning has been made in exporting our technologies directly and
indirectly to other developing and also to industrially advanced countries by sending
experts and skilled manpower abroad, establishing joint ventures, undertaking turnkey
projects, licensing of know-how, providing training to foreign personnel etc. Although,
these efforts have been very useful, there is a vast scope to increase these activities
for which a systematic and integrated approach needs to be undertaken. This calls for
harmonization of aims and activities of industry, commerce, finance, trade agencies and
government. There is a need for structured documentation of our technological and
industrial capabilities and strengths, showcasing and demonstration of technology export
capabilities and facilitation of technology transfer and trade at the firm level. Keeping
this in view, "International Technology Transfer Programme” of Department of
Scientific & Industrial Research is aimed at supporting activities relating to
promotion of international technology transfer and trade including export of technologies,
projects, services and technology intensive products, with India as the focus.
Objective
Promoting transfer of technologies, projects and services from India with a view to enhance the reach of Indian industry beyond the national boundaries as well as promoting transfer of technologies from other countries to India with a view to enhance the technology export capability of Indian industry.
Activities
To compile information on exportable technologies and technology intensive projects, products & services available with Indian industry and R&D establishments;
To create awareness about our technology export capabilities among potential foreign buyers or collaborators;
To support capability building of industries and R&D establishments for technology intensive exports;
To support research and analytical studies aimed at providing inputs to the government for technology exports related policy formulation;
To promote and support Institutional Mechanisms for catalyzing international technology transfer and trade; and
To facilitate signing of MoUs / Agreements on High Technology Cooperation and Trade between Indian and foreign industrial units.

1. Database of Exportable Technologies /Projects from SMEs - NAFEN
Over 575 profiles of exportable technologies / projects from SMEs in 20 Indian States and 2 Union Territories in more than 17 industrial sectors have been compiled.

2. Co-operation between Indian and Overseas Industries on Projects & Joint ventures
(i) Project on Promoting Technology Co-operation and Trade between India and CIS Countries - MITCON facilitated signing of 9 MoUs between commercial Indian and CIS companies, besides 7 institutional MoUs.

(ii) Project on Promoting Technology Co-operation and Trade between India African countries – NAFEN facilitated signing of 29 MoUs with parties in Nigeria, Tanzania, Zimbabwe and Ghana for manufacturing a range of products in the respective countries.

3. Compendium on Technology Exports - IIFT
The publication, brought out in association with IIFT provides first hand data and analysis of technology intensive exports of technology intensive organizations. The latest volume,
IX in the series, has reported exports of Rs.1856.78 billion by 367 organizations during

4. Technology Export Newsletter - IIFT
34 issues of newsletter have been brought out in association with IIFT during 1998-2007. The newsletter has been disseminated to Indian embassies/missions, foreign embassies in India and other export promotion bodies, with positive feedback.

6. Centre for International Trade in Technology (CITT)
Centre for International Trade in Technology was established in 2001 in association with Indian Institute of Foreign Trade, New Delhi with the following objectives:
• To sensitize government towards an enabling and pro-active technology policy regime
• To develop a cadre of experts and trainers in international technology trade
• To support industry by providing analytical information on technology export potential sectors and markets.
The Cente undertook following research studies among others:
(i) Study on Technology Branding in SME’s Report
(ii) Study on Exportable R&D Services from CSIR System
(iii) Study on Exportable R&D Services from ICMR System
(iv) Study on Survival of Start-Ups Report
(v) Study on Foreign R&D Centres in India
7. Technology Export Development Organization (TEDO)
Technology Export Development Organization (TEDO) was established in the year 2000 in association with Confederation of Indian Industry with the following objectives:
(i) To encourage and provide catalytic support to industry in its technology export efforts
(ii) To build linkages between potential suppliers of technologies, projects, services and high value added products from India and potential overseas buyers

8. Technology Trade Facilitation Centre – National Research Development Corporation
Technology Trade Facilitation Centre (TTFC) was set up at NRDC Head Quarters in New Delhi to facilitate export of technology intensive products, services and projects. A Compendium of profiles of 42 companies who participated in TTFC was prepared.

9. Technology Trade Pavilion promoted under the Programme
A Technology Trade Pavilion has been promoted by DSIR (during 1997-2007) in the Annual India International Trade Fair held at Pragati Maidan, New Delhi. The fair provided a platform for showcasing R & D and technology capabilities of industries and R&D institutions. Details
